Left Panel Width Won't Change

I have tried putting all kinds of numbers into the left panel width in the Article settings, and nothing changes it.  I cannot find any other settings for the left panel, either.  It looks like it is around 120px where the right panel is around 150px.

Try doing a hard refresh. Both of your panels show that they are 170 px wide on my screen in FF2.x.x and IE7.
