Activate/Deactivate Block Not Working

I just want to chime in here.  I have a clean install of Blue Skies (done this morning) and just downloaded the latest version of TP and I am a first time user of it. 

The first thing I did right out of the install was delete the right side blocks and try to re-recreat them on the left side, similar to what this forum does.  It was at this time that I noticed the same thing the O/P talks about.

I have no other modules added, nor did I ever.

Not only does the activate light not work, the cursor does nothing on mouse-over.  A right click on the green or red button does not reveal any link available.  All other functions, like move up, move down, edit and delete will change to the little finger, the activate/deactivate lights only activate the pop up text with the description of what it is.

I am able to "add" blocks and edit the blocks I have not deleted, but I can not "activate" or "deactivate" any of them.

Moreover, I have uninstalled and re-installed TP and the settings have not changed.  I feel like I want to have a "reset" option for the blocks.  THe only one I have left now is the Search block.  Nothing else can be replaced.

A couple of things.
Please read the Posting Guidelines
You need to start your own topic for your own issues and reference any topic you think is similar to yours if you feel necessary.  Also, if you search (especially in the board for this theme), you will see that this has been addressed and that there is a temp fix for you. Also, remember when you have problems you should always check the default theme and make sure it works there.

Thank you all for your help. I resolved this problem by installing another theme.
