[bugtracker] Quote with quick reply off disables left column

When quick reply is disabled from a users look and layout preferences, clicking the quote button should open the quote in a new reply window.

It is opening the quote in a new reply box, but is not displaying the left hand column of the TP site when it does so. Not known if there is any affect to the other columns/headers as I have them all disabled. This happens on both my site, as well as this site, regardless of template, and was also confirmed by TPM admin Renegd98.

No known fix at this time. My site coder believes that it may be a left out function call for the TP left column under those conditions. Could also be a Javascript thing? (believe Java is used to call the quoted text to the reply box)

- the TP theme layer wasn't loaded in action=post2, due to different layering when in that section of SMF. fixed for TP v1.0 beta 4
